Announcement: Research funding from Helse Sør-Øst for 2012

Helse Sør-Øst RHF, in cooperation with the University of Oslo, hereby announces research funding opportunities for 2012.

The total amount available will be NOK 92 millions or more for new measures in 2012.

The application deadline was 9th September 2011, 4:00 PM.

Please note that the applying organisations may have internal deadlines prior to Helse Sør-Øst’s submission deadline.

Access to research funding - who can apply?
The project manager (applicant) should be employed by a hospital (“helseforetak”), private ideological hospital within Helse Sør-Øst or other private institutions with permission to apply for research funding from Helse Sør-Øst. The institution that submits the application is defined as the applying organisation.

The project manager should as a general rule be employed by the applying organisation. Alternatively, the project manager could be employed by another public or private ideological hospital within Helse Sør-Øst. In such cases, the project manager's rights and obligations in relation to the project should be regulated in a separate written agreement of collaboration with the applying organisation (click here for a template). Written agreements must be made prior to the project commencing. If the application for funding is approved, the agreements of collaboration must be sent to Helse Sør-Øst RHF in order for the funding to be released.

In PhD projects the project manager may be the candidate’s main or co-supervisor. Other supervisors may be employed outside Helse Sør-Øst, and their role in the project must also be specified in a written agreement.

The research grant is made available to the applying organisation and is earmarked the particular project for which the application was made.

The research should be conducted in accordance with the Norwegian Health Research Act (2009).

Application categories
The following application categories are in accordance with the regional research strategy for 2008-2012.

Click on the links below for application guidance and lists of mandatory attachments. Documents with definitions of categories, requirements for content, activity and organisation, as well as evaluation criteria and indicators for the attainment of targets for the different categories are available in Norwegian only.

  Application categories

Expected number
1.  Research projects, including:
  PhD grants Approx. 40
  Postdoctoral grants  Approx. 18
  Researcher grants  Approx. 7
Extended researcher grants (‘career grants’) Approx. 2
  International scholarships Approx. 2

All grants must be related to a specific research project.  Doctoral, postdoctoral and researcher grants can be assigned as 50% positions, and extended up to 6 years (3 man-years). This opens the possibility for implementation of structured combined positions of research towards a PhD degree and clinical specialisation (double-career path).

In applications for doctoral grants the candidate’s scientific qualifications will be given limited emphasis during the assessment. ‘Open applications’, i.e. applications without a named candidate, are therefore permitted within this category.

Open applications can also be submitted for  postdoctoral grants, however, the postdoctoral candidate's scientific qualifications will be given emphasis during the assessment, so it may be helpful to include the candidate’s details.

Please note: Applications for researcher grants and extended researcher grants must be submitted by the candidate. The candidate is then defined as the formal applicant and project manager, and is responsible for the application.

Research projects involving international, multidisciplinary and interdisciplinary collaboration, and which show an innovation potential will be given relative advantage during the quality assessment within all application categories. Click on this link for an overview of assessment criteria for all application categories. A strategic assessment may be carried out after the quality assessment.

Application Form and classification of projects
Applications should be submitted electronically via a web access point, called eSøknad. Click here for the application form.  The application form is available only in Norwegian.

When creating a new application an application category is chosen, followed by allocation to one of the following groups:

  • Clinical somatic research, including translational research
  • Clinical research in mental health and substance abuse including translational research
  • Basic research, including laboratory medicine
  • Research in epidemiology, public health, health care, health economy etc

Grant rates
Helse Sør-Øst uses the same rates as the Norwegian Research Council (Forskningsrådet) as the basis for doctoral and postdoctoral grants. The rate for researcher grants equals the rate for postdoctoral grants. Rates for research projects include salary, social costs, indirect costs and fixed assets. In applications for doctoral, postdoctoral and researcher grants extra funds towards operating costs may be added. However, please note that the maximum allowance per research project is 1 million kroner per year for up to three years (inclusive of grants).
