The logistics terms and conditions include requirements and information developed to regulate coordination in the flow of goods, information and payments between suppliers and actors in the specialist health services. These actors are: The regional health authorities Helse Sør-Øst RHF, Helse Vest RHF, Helse Midt-Norge RHF and Helse Nord RHF, including subordinate hospital trusts. In the following, these will be referred to as health regions.

The logistics terms and conditions apply to national, multi-regional and regional contracts. They also apply to local contracts where the logistics terms and conditions are referenced.

In addition, all suppliers must sign an electronic coordination agreement – including appendices regulating the supply of master data and product catalogues – with each health region.

Together, the electronic coordination agreement and the logistics terms and conditions, as amended, shall apply between the customer and the supplier.

The logistics terms and conditions will undergo scheduled revisions to ensure that they are up to date. Suppliers and their trade organisations will be notified of any significant amendments to the logistics terms and conditions that will impact suppliers and supplies to the health regions no less than twelve weeks in advance. They will have the opportunity to submit written comments before such amendments take effect.

If minor corrections and improvements are needed, the suppliers will be notified in writing four weeks before the amendments take effect. New terms and conditions replace the existing logistics terms and conditions from this date.

The logistics terms and conditions comprise appendices, as listed below. In addition, templates and forms have been developed to support coordination between parties in the market dialogue, in contract implementation and ordinary activities. The templates will be available on the websites of the health regions. They will be updated regularly to improve coordination. Suppliers should be included in the development of such templates where relevant.

Describes the requirements for the implementation of contracts in hospital trusts and regional supply centres.

Describes requirements for accepting purchase orders and deliveries of goods, as well as procedures for managing non-conformities in hospital trusts and regional supply centres.

Appendix 5 Measurements and added costs   Describes requirements for measurements related to delays and non-conformities  

Electronic coordination agreements are in effect for each health region. These agreements describe requirements for electronic coordination, including any appendices with requirements for the supply of master data and product catalogues by health region.

Informasjon om regional forsyning (forsyningssenter) og direkte forsyning (helseforetak)

De ulike aktørene i spesialisthelsetjenesten kjøper varer fra leverandørene gjennom to ulike strømmer, enten ved direkte ordre fra hvert sykehus (HF) eller via et regionalt forsyningssenter (FS). Artikler vil som hovedregel gjøres tilgjengelig i de regionale innkjøps- og logistikksystemene (kalt ERP-systemer) til regionene.

Unntaket er vareområder som ikke egner seg for bestilling gjennom ERP-løsningen, der det vil benyttes spesialsystemer eller andre forsystemer. 

De regionale forsyningssenterne fungerer som sentrallager for sykehusene i regionen og avroper på avtalesortiment bestemt  av helseregionene. Det regionale konseptet innebærer å levere avdelingspakkelogistikk (kalt APL-leveranser) fra regionalt forsyningssenter til HFenes forsyningslagre. Varer sampakkes og leveres som ferdigpakkede leveranser til sykehusene som ikke har egne sentrallager eller som større forsendelser til sykehus med lokale sentrallagre. Se figur 1.
